Scott Mobley is Associate Director for the Center for the Study of Liberal Democracy at the University of Wisconsin. He earned an M.A. and Ph.D. in History at the University of Wisconsin and is author of Progressives in Navy Blue: Maritime Strategy, American Empire, and the Transformation of U.S. Naval Identity, 1873-1898 (Naval Institute Press, 2018).
